How can i stop these pop ups that keep appearing while im surfing the net and even when im not?

I use firefox with pop up blocker but i keep getting pop ups and ads even when im not surfing the net they just appear out of nowhere!





Where can i download a good/easy 2 use program that will eliminate this problem once and for all!
