How to use surfing speed while downloading?

My surfing speed is 28 kbps and downloading speed is 5 kbps so please can you help me to get surfing speed while downloading? Is there any software or any trick? Thanks in advance.|||u go for BSNL BROADBAND HOME PLAN 750 it's downloading speed is above 64 KB/sec and surfing speed is 512 kbps|||sorry but u cant download and surf while using your full speed. you can either be using your net speed to surf or for downloading. in doing both the speed gets shared. the amount of speed being shared depends on the download manager you use.
